The Fujita Memorial Garden was first opened in 1991 to commemorate the establishment of the modern municipalities system of Hirosaki City back in 1889, almost a century ago. In 1919, the Fujita Memorial Garden was still the mansion that belonged to Ken'ichi Fujita, who was the first president of the Japan Chamber of Commerce and Industry. This garden was one of Edo (1603-1868) style and built by gardeners from Tokyo. It covers a total area of 21,800㎡(6,600 hectares) and was the second largest garden in the Tōhoku region. (The biggest garden in this region is the Mōtsū-Ji in the town of Hiraizumi.)
